What it does
Every question currently waiting on the human, across the board — and the first thing to check each run, since a task whose question was answered is the cheapest work available (context already written down, one blocker just cleared). Answered questions are not listed here; read them off get_task's decisions, or just call next_task, which already ranks recently-answered tasks first.
