What it does
Check a task's remaining budget WITHOUT opening a run — call it mid-task to decide whether to keep going. Returns the tool-call and minute caps, cumulative usage across all runs, remaining, and over_budget. When over_budget is true, stop and hand back to a human rather than burning more; start_run will refuse anyway.
