What it does
Propose a task for the human's capture inbox — the front door, aimed at creation the way propose_completion is aimed at completion. Use it when you notice something that probably should be a task but isn't: a commitment made in a meeting, a follow-up implied by an email, a promise in a thread. This does NOT create a task. It raises a suggestion the human accepts or dismisses with one keystroke, and accepting is what creates the task. You cannot accept your own suggestion. Give source ("calendar" today), an optional source_ref identifying the thing it came from, a title written as the task you'd want to see, and a note saying where it came from so the human can judge it without opening anything. Proposing the same source_ref twice is a no-op rather than a duplicate.
