What it does
Propose a batch of grooming dispositions in one reviewable pass — the disposition half of list_stale_tasks. Give a one-line summary and one item per task: disposition ("wont_do" | "defer" | "decompose" | "keep"), a reason, and for a defer a resurface_date. Every item needs a reason; an unexplained recommendation isn't reviewable. This writes NOTHING to any task — it records recommendations, and each one stays inert until a human approves that item in the app, which is the write. You cannot approve your own proposal, and neither can any other agent. Prefer one batch over calling ask_decision per stale task: ask_decision allows one open blocking question per task, so a sweep that way opens fourteen separate asks.
